PUL is a waterproof, breathable and durable laminate applied to fabrics such as polyester, minky, polycotton or cotton to make nappy covers.  The PUL is then made into nappy covers to wear over flats, pre-folds and fitted nappies. They come in various sizes or one size fits most.
